Euclid Blvd

Euclid Boulevard is a local road in the Borough of Wesleyville, running east-west across the community from Station Road (St Rt 430) to Bird Drive.

Euclid Blvd. is a deteriorated concrete roadway that has long been recognized by both the community and the Borough as being in desperate need of a complete reconstruction for at least the past 20 years. The primary reason the project has not yet moved forward is the significant cost associated with work of this scale.

The project includes replacement of the sewer line beneath the roadway, full-depth excavation of the existing concrete surface, installation of a new roadway, and new curbing. The reconstruction will involve approximately 12 inches of depth between the subbase and pavement structure.

Phase 1 Reconstruction – Station Rd to Willow St

This section of road is in extremely bad condition. Trust us, we know, and it is keeping us up at night thinking about it.

2025 Construction Season

During the 2025 construction season, approximately $250,000 in sewer work was completed on the roadway. Funding for this work included $125,000 from County GAP Funds and $125,000 from local sewer reserves. This work was required to be completed in 2025 in accordance with the conditions of the grant funding received.

Unfortunately, the separate PennDOT Local Federal Aid Route (LFAR) grant awarded for roadway reconstruction, in the amount of $530,000, was not available until 2026. As a result, residents living along the roadway and in the surrounding area had to endure difficult road conditions throughout the winter and spring seasons. The Borough apologizes for the inconvenience and appreciates the community’s patience during this process.

2026 Construction Season

Borough staff successfully applied for and received a $530,000 grant through PennDOT’s Local Federal Aid Route (LFAR) Program. This funding is expected to cover the full reconstruction of the roadway.

Where do we stand today? – The final design was completed by the Borough Engineer on May 14, 2026. PennDOT is currently conducting its final review, after which the project is expected to be advertised for bid within a matter of weeks.

Safety Considerations

Due to concerns that a newly reconstructed roadway could lead to increased vehicular speeds, the Borough intends to reduce the roadway width from 32 feet to 28 feet. Research has shown that narrower roadway widths can help calm traffic, reduce speeding, and improve safety for bicyclists and pedestrians.

Additionally, reducing the roadway width decreases the total asphalt surface area by approximately 12.5%, which helps reduce the Borough’s long-term infrastructure maintenance liability and better positions the Borough financially for the future.

The Borough is also proposing, for the first time, the installation of curb bump-outs at the Euclid Blvd. and Willow Street intersection. These traffic-calming features have been shown to reduce vehicle speeds, shorten pedestrian crossing distances, and improve pedestrian visibility at crosswalks, all of which enhance public safety. For reference, a similar design can be found on Parade Street between 6th Street and Front Street in the City of Erie.

Parking Considerations

One consequence of narrowing the roadway is that, in accordance with PennDOT requirements, parking will need to be eliminated on one side of the street.

Historical usage indicates that much of the available parking capacity along Euclid Blvd. has generally been underutilized by residents, likely because most properties in the area have adequate off-street parking available through driveways and garages.

Additionally, one-sided street parking is already common throughout much of the Borough. Euclid Blvd. also features larger lot sizes than many other areas of town, including the nearby parallel roadway of Woodlawn Avenue. As a result, the average ratio of curb length to household remains relatively favorable compared to other residential streets within the Borough.

It should also be noted that parking on Euclid Blvd. is already restricted to one side of the street during the winter even/odd parking period.

Project Timeline

At this time, given the remaining project steps — including the bidding period, contractor selection, and other requirements associated with the funding program — construction beginning in late August appears likely.

There remains a possibility that work could begin sooner; however, additional coordination and approvals would be necessary. When the appropriate time comes, community support and advocacy may help encourage an accelerated timeline due to the condition of the roadway and the urgent need for reconstruction.

At this stage, however, the Borough is not yet requesting public advocacy efforts. Residents are encouraged to remain patient, stay tuned for updates, and sign up for the Borough’s notification system so they can be informed as soon as additional community involvement may be needed.

This section of road is also in poor condition. To date, Borough staff have successfully applied for and secured two grants related to this project:

  • $250,000 through the Pennsylvania Local Share Account Program
  • $500,000 through the Pennsylvania DCED Multimodal Program.
  • In the process of securing an additional approximately $500,000 through a federal USDA program for sewer line replacement.

This is more funding than has ever been secured for this project, and Borough staff continue to advocate for the project and pursue additional funding opportunities on an almost daily basis.
