Euclid Blvd

This page is focused on Euclid Boulevard in the Borough, running east-west across from Station Road (St Rt 430) to Bird Drive.

*NOTE, more information about this roadway will be added over time, for now this is a rough outline.* The Youtube video below is the most comprehensive discussion around the roadway that we have produced so far.

What is the problem with concrete? Originally built in the 1960s, the concrete is actually quite incredible, having lasted 60 years without any maintenance. However, the bad thing about concrete is that once it starts to fail, there is no fix for it except to rip it out entirely and then to start over.

What does a full rebuild of a road consist of?

About 12 inches of material removed and 12 inches replaced along the whole length of roadway.

We can’t just think of the road surface, we need to think about the sewer underneath. The clay sewer main under the roadway has an operational life of about 50 years, it is past due for replacement. Rainwater and groundwater infiltrate the sewer main and then the Borough’s sewer customers have to pay Erie Wastewater per gallon to clean water that is otherwise clean water. This is a waste of resources.

What is the work in progress at this point?

  • Station to Willow Sewer – $246,000 project, $125,000 from County ARP grant and the remainder coming from the Sewer Reserve fund. This project will begin in August 2025, and continue for several monthes through to about November of 2025. The sewer main in the middle 6 feet of the road and the sewer laterals heading north and south to each house will be replaced with PVC pipe with an estimated life of 75 years with fewer joints and much more watertight from clean water infiltration than the current main in use.
  • Station to Willow Roadway – $530,000 grant from the Local Federal Aid Route program. The construction phase of this project will take place Spring 2026. More information to come.
  • What do we have in mind with this project? Ripping out concrete, replacing with asphalt, traffic calming measures (road narrowing), and ADA improvements.

What next? – Willow to Bird Drive

Again, Sewer Line replacement needs to occur first and then the roadway on top. A $500,000 State DCED Small Sewer grant has been submitted for this stretch. We might hear one way or the other before the end of the year. If that doesn’t come through, we might resubmit next year, or we will seek PennVEST loan which is what terms typically?

For the road, we have submitted an over $1,000,000 grant to the State’s Local Share Account program. This was submitted in November of last year and we have yet to hear back. Fingers crossed on that one because there is no match requirement on that but because there is no match it is incredibly competitive.

Another grant we just submitted yesterday, the end of July, was for nearly $1,000,000 to the DCED Multimodal Transportation Fund. We likely won’t hear about this until at least the end of the year.

What is our vision for this? Traffic calming measures, bike signage and markings, ADA ramps, narrowing the road, raised intersections, access to the bus stop at Bird/Euclid.
